Opening The Polls - Election Day

  • Upon arrival at the location, remove the “DO NOT ENTER” sign and enter the location

  • Get the RED bag, log sheet, and check off list from the Voting Location Manager

  • Remove the RED seal from the RED bag and retrieve the master media sticks. Record seal number

  • In a Bipartisan team, remove BLUE seal from the left side of the machine and place it on the log sheet

  • Unlock and open the compartment on the left side of the machine.

  • Once you look inside the access panel you will see two switches. The switch on the left is the power switch, the switch on the right is the mode switch.

  • Place the power switch into the “on” position

  • Place the mode switch into “VOTER” mode

  • After you turn the machine on, go to the front of the machine and look for 2 GREEN lights.

  • Remove the BLUE seal from the front of the ExpressVote machine and place the seal on the log sheet

  • Unlock the front access compartment

  • After the machine has cycled on, the password screen will appear

  • One member of the team should enter the password while the other member observes to make sure the proper password is entered

  • After the password is entered, touch the “accept” button

  • Get the master media stick that matches the machine and insert it in the front of the machine.

  • Wait for the machine to load the “READY FOR VOTING” screen, then select “OK”. After selecting “OK” the screen will go to the voter’s screen

  • Remove the master media from that machine

  • On all machines except for the zero machine, lock the master media panel on the front of the machine and place a BLUE seal on it. Record the seal number on the check off roster.

  • Lock the access panel on the left side of the machine and place a BLUE seal on it. Record the seal number on the check off roster.

  • Complete the previous steps on all of the machines. As you open each machine, check it off on your Check Off Roster

  • Go to the machine with the GREEN printer label. Check to make sure all machines are on the screen. If there are six machines you should have six GREEN checks. If you have not printed your zero report and all of the machines are open, and it is time to open the polls, place someone in front of the machine with the printer until the zero report is printed. You may allow voters to vote on the other machines that are open. Once the report is printed lock the master media panel and seal with a BLUE seal. Record the seal number on the check off roster.

  • A bipartisan team will sign the zero report and place it in the white envelope

  • Place all Master Media sticks in the RED bag and seal it with a RED seal. Record the RED bag seal and the ballot box seal numbers on the log sheet.

  • Place the sealed RED bag in the ballot box.

  • While the ExpressVote machine crews are opening the machines, the other Precinct Election Officials will be opening up the Voter Check-in Table and the Provisional Table.


Voting Location Manager will have the Black Bag on Tuesday morning which will contain:

  • Ballot cards to be placed on the Voter Check-in Table

  • Optical Scan Ballots for each precinct. These are to be counted and recorded on the Paper Ballot Accounting Sheet and placed on the Provisional Table.
